SA stamp duty
In South Australia stamp duty is collected by RevenueSA under the Stamp Duties Act 1923. Since 1 July 2018, only residential and primary production land is dutiable on a conveyance: commercial and industrial ("qualifying") land is exempt.

SA has one rate scale for dutiable land, from $1.00 per $100 up to $12,000, rising to $5.50 per $100 above $500,000. Rates are charged per $100 or part of $100. SA has no general owner-occupier concession, so homes and investments pay the same.
From 15 September 2026 the Stamp Duties (Residential Purposes and Residential Land) Amendment Act 2026 clarified what counts as residential and qualifying land. Vacant land zoned to allow housing is residential, and hotels, motels, purpose-built student accommodation and nursing homes are excluded from residential treatment. The rates did not change.
For contracts from 6 June 2024, eligible first home buyers pay no stamp duty on a new home, an off-the-plan apartment or vacant land to build a home on, whatever the value. Established homes, including knock-down-rebuilds, don't qualify.
For contracts from 13 February 2025 the relief doesn't cover the foreign ownership surcharge. Contracts between 15 June 2023 and 5 June 2024 had value caps of $650,000 to $700,000 for new homes and $400,000 to $450,000 for vacant land.
Full relief on new homes and vacant land with no cap, for contracts from 6 June 2024.
No stamp duty on conveyances of commercial and industrial land for contracts from 1 July 2018.
Separate relief with its own conditions, not included in our estimate.
Foreign persons acquiring residential land in SA pay a foreign ownership surcharge of 7% of the value of the interest they acquire, on top of stamp duty. RevenueSA's own example is a $600,000 purchase: $26,830 stamp duty plus a $42,000 surcharge. The surcharge does not apply to primary production or commercial land.

Conveyances of qualifying land, meaning land used for purposes other than residential or primary production, have been exempt for contracts from 1 July 2018. Lands Titles Office fees still apply.
The rules for deciding whether land is residential or qualifying were clarified, and a new vacant land exemption and refund were introduced for land that will be developed for non-residential use. RevenueSA's Information Circular 103 has the detail.
